Simply stated, forgiveness can be considered in terms of the person who forgives including forgiving themselves. Forgiveness at the deepest levels requires no form of restorative justice from the "offender".
However, most people remain at a level of forgiveness where the offending party must show some form of acknowledgement or apology for the forgiveness process to begin.
